What have you tried already? Before anyone can give useful hints, it would help to know what has/hasn’t worked, even if it feels like a dead end. You’re right in that it relates to cards, and hopefully CF 10.5 should’ve helped you see how the cards are linked to the grids. From there, see if you can figure out how to form the word “REPORT”, which is the start of the plaintext. That will give you some idea to how the modified four-cipher works, and then you can start looking at diagram frequencies to help you fill in more of the grid.
