Hello! Just a bit confused about this case file. Does it affect the cipher for challenge 3B or for a different challenge?

Obviously you can’t give too much away but do you have any tips on how to solve this? I have an idea on what cipher it is based off the frequency but am not sure about how to determine the key length. Once again I understand if you aren’t allowed to help, but I don’t quite understand how to analyse when frequency analysis doesn’t work. Is there anything you can do with n-grams? Any help would be much appreciated.
