are we allowed to just paste text onto about:blank and use the ctrl f function to find word frequencies

Ctrl+F is just a normal browser feature, so using it to count things is ok. If you’d like something quicker, you can always use the official frequency counter on the BOSS Cipher Tools page or write your own frequency counter in something like Python which is definitely allowed since it’s your own code.
