bond films have never had real ciphers as far as i can see? so how does 007 have it covered?

I finally figured it out, my team went home, i was doing this solo, i found it, i just have to pick at the small errors but then ill get ittt!
so have I but I am not sure about the key
They’ve given us nothing!
I’ve tried several different methods, but none seem to come to a valid conclusion. Am I just doing things wrong or something? ;-;
What are the hints that we have been given so far ?

I want to ask if it is the cipher I think it is, but I’m not sure how to hide the cipher so that only the organisers can see.
Does anyone know how to do this?
Also, what does the tags section do?

The Bond hint is admittedly quite cryptic. Here’s something a little more helpful, if Harry allows it:
There are nearly 1500 numbers in the ciphertext, and not one of them ends in a certain digit.
The largest number that appears is 110.
Both of these facts about the ciphertext are related …
Just a couple of pairs of troublesome letters that cannot seem to make their minds up!
Any hints of the key of the first cipher?
Harry, I beg. The weekend has nearly come to an end and we need a clue. I ask one simple question, is the key one of the characters we have met so far OR if you do not wish to answer that is the key a factor of the length of the ciphertext?
the name of the cipher is similar to how i felt trying to decipher 9A (which i’m still struggling to do so far!)
